StarNet Joins Forces With Propel
Software to Launch MegaSPEED, an Optimized Dial Accelerated Solution to ISPs
April 23, 2003, Baltimore, MD ISPCON: Propel Software Corporation
today entered into a strategic relationship with StarNet™, Inc.,
who owns and operates MegaPOPTM -- one of the largest nationwide wholesale
dial access networks -- to offer the Propel Accelerator software technology
to StarNet's ISPs throughout the United States. StarNet will deploy the
Propel software and servers directly at the edge of its nationwide network
to provide increased optimization in speed and performance, above and beyond
the acceleration speeds achieved with acceleration software alone.

compete and thrive in a difficult market. Dial-up acceleration is clearly a
strategic application which will enable ISPs to gain marketshare, increase
recurring revenues and minimize churn while maintaining low operating

StarNet's accelerated service, MegaSPEED, combines all the advantages of the
award-winning Propel Accelerator with an optimized deployment at the edge of
MegaPOP's network. Russ Intravartolo adds, "StarNet has gathered data
showing that a MegaPOP hosted acceleration solution is 30% faster than
accelerated solutions hosted by ISPs or acceleration software providers
themselves, which demonstrates that a network level deployment is more

StarNet will be offering MegaSPEED featuring Propel Accelerator in May of
2003 via two service offerings - MegaSPEED Uniform Service and MegaSPEED
Select Service.
MegaSPEED Uniform Service
This service allows the ISP to activate or "accelerate" all users within a
given realm. ISPs can designate or control their subscribers' access to the
MegaSPEED service through limiting client software distribution. Once a
subscriber loads the MegaSPEED client software onto their PC, they will be
able to receive MegaSPEED services since all users within the realm have the
service enabled.
MegaSPEED Select Service
With MegaSPEED Select Service, ISPs are given secure access to the MegaSPEED
Select Service Access website whereby the ISP may designate which of their
subscribers has access to the MegaSPEED services, on a user-by-user basis.
Regardless if the subscriber has the MegaSPEED client software, the ISP has
the ability to turn the MegaSPEED services on or off via the web interface
in real time.
Both MegaSPEED editions will be available on a per user or hourly basis.
